Stand Up for International Solidarity To Stop Japan’s Aggressive War Against North Korea and China!

(I)

In China, struggle against Japanese re-invasion has been developing in an explosive way.

What directly motivated the stormy development of struggle is the Japanese move to get a permanent seat in the Security Council of the United Nations. A movement of signature against this attempt was started at the end of March by means of Internet and rapidly expanded all over China. In April, protest action was directed against Japanese supermarkets, such as Ito-yokado and Jusco, and developed into boycott of Japanese commodities. Struggle gained greater momentum: in April 9, a large demonstration with ten thousand participants took place in front of the Japanese Embassy in Beijing; in April 10, in several important cities, such as Guangzhou — with twenty thousand participants — , Shenzhen, Haikou, etc. huge demonstrations were staged with a turnout amounting tens of thousands of people in all. Further demonstrations against Japanese imperialism are called for in April 16 and 17 in Beijing, Shanghai, Guangzhou and Shenzhen.

What has caused Chinese workers, students and people to rise up for angry demonstrations against Japanese imperialism? First, Japan’s recent drive to occupy a permanent seat in the Security Council of the United Nations. Secondly, the approval, by the Ministry of Education and Science, of the textbooks for the middle school published by the Japanese Society for History Textbook Reform (“Tsukuru-kai”), a Fascist organization, which falsify and glorify the history of Japanese aggression on Asian countries. Thirdly, a move to claim unjustly on sovereignty over Diaoyu Island, an evidently Chinese territory and a scheme of trial digging of oil and gas in the East China Sea, both of the two maneuvers representing Japanese imperialistic intention of re-invading in Asian countries. Fourthly, persistent annual visit of the Prime Minister Koizumi of the Yasukuni Shrine, an institution for the worship of the dead in the aggressive wars, including the war criminals of World War II. Fifthly, the most important of all, a de fact declaration of war on China, that is, an announcement of necessary US-Japanese military intervention in an occasion of possible Chinese inner crisis and cross-strait conflict, stated in the documents, such as Japan’s New Defense Outline (December, 04) and the decision of Japan-US Security Conference (February 19), which has evoked profound indignation of the Chinese people against Japanese imperialism.

(II)

Japanese imperialism has recently incorporated itself in US-UK-Japan Axis since the beginning of the Iraq war and deeply committed in the war of aggression by dispatching the Self-Defense Forces that now occupy, as a part of the Coalition Forces, an area of Samawa. In line with the World War Strategy of the Bush administration, Japanese imperialism is rushing to a fresh war of aggression against North Korea and China in succession of war and occupation in Iraq. Thus a new 15 Year War (a war waged, from 1931 to 1945, by Japanese imperialism on Asian countries) has actually begun.

In order to prepare war of aggression on North Korea and China, Japanese imperialism has already established war legislation through enacting a series of emergency laws, the New Guide Line of Japan-US Security (1997), Law on a Situation in the Areas Surrounding Japan (1998), Law on a Situation of Armed Attack (2003), the so-called “Citizens’ Protection Law” and the revised ACSA (Acquisition and Cross-Servicing Agreement between Japan and US). The military “transformation”, is forcibly carried on through US-Japan cooperation. It precipitates Japanese imperialist drive to make Japan a war state, or a state capable of actually staging war.

New eruption of the struggle of Chinese people indicates their deep-rooted indignation against Japanese imperialism that has launched an overt attempt to assault and wage war of aggression once again on Korea, China and other Asian countries. The issues of the permanent seat in the U.N. Security Council and the Tsukuru-kai’s textbooks and others have triggered off their protest actions.

The Japanese government and the mass media are, however, trying to inflame chauvinism among Japanese people, attributing the cause of the demonstrations to “Chinese government’s attempt to divert dissatisfaction of the people” “an underlying distortion in the Chinese society” “unjustified grudges against Japanese business in China” etc., and slandering the demonstrators as “partly riotous mass” “tacitly permitted by police” or “mobilized by the authority” etc.

Refusing to make apology and to pay compensation for the previous Japanese war of aggression on, and colonization of, Asian countries, Machida, the Foreign Minister of the Koizumi administration, shamelessly demands that the Chinese government “apologize and compensate” for the demonstrations. The Japanese opposition parties as well express their “regret” over the demonstrations and even blame Chinese demonstrators as “resorting to violence”, criticizing the Koizumi administration’s governmental diplomacy.

Let’s look back on the history. In 1915, in the midst of World War I, the Japanese imperial government thrust the “21 Demands” on the Chinese government in an attempt to semi-colonize China. Chinese workers, students and people vigorously rose up against this imperialist attack across the country. The historical May Fourth Movement thus took place in 1919, in solidarity with the simultaneous uprising of the Korean people for the national independence from the Japanese colonial rule, the March 1 Independence Movement. Chinese demonstrators angrily demanded return of the Chinese sovereignty over the Shandong Peninsula from Japanese occupation and called for boycott of Japanese commodities and the struggle expanded all over the country. The May Fourth Movement thus marked a decisive starting point for the national liberation struggle against imperialism.

It must be remembered that at that historical moment, we, on the part of the Japanese working class and people, failed to respond to the struggle of Chinese and Korean people and to fight against Japanese imperialist war of aggression. We could not turn Japanese imperialist war into civil war and overthrow Japanese imperialism, rising up against Japanese aggression and colonization. As a result, the way for the 15 Year War was paved, a way of destruction from the all-out Japan-China War to the Pacific War, which brought about massacre of twenty million Asian people and death of three million Japanese people.

Now Japanese imperialism, under US-Japan Axis, is violently pushing on with its way of a new 15 Year War, aggressive war on North Korea and China. Stubbornly refusing to examine the Japan’s recent history of aggression in a serious and critical way, the Koizumi administration focuses its effort on preparing a fresh war on Asian countries by means of enforcing “Kimigayo and Hinomaru”, maneuvering for the permanent seat in the U.N. Security Council, and planning a revision of the Fundamental Law on Education and the Constitution. It should be noted that more than thirty thousand Japanese enterprises have already been active in China and a huge amount of direct investment have been made. Thus China now occupies a fatal position for the Japanese economy. It signifies that Japanese imperialism has already penetrated into Chinese economy as dominant power and that Japan’s aggression on China and oppression of Chinese people has actually begun.

As the May Fourth Movement historically illustrates, the recent explosion of the struggle of Chinese people against Japanese imperialism will inevitably develop into a confrontation with the current Chinese regime, a remaining Stalinist regime, which imposes poverty and suppression on Chinese people through introducing foreign imperialist capitals and technologies.

The vital task of the Japanese working class and people is evidently to fight against Japan’s drive for renewed aggressive war on Asia and to overthrow Japanese imperialism, supporting and establishing solidarity with the historical struggle of Chinese people against Japanese imperialism. Let’s rise up for an international solidarity with the fighting Korean, Chinese and other Asian people, and strive to Turn Aggression into Civil War.
