Introduction

The ongoing war in Ukraine for a year and a half, has undergone a fundamental transformation in its entire character through the G7 Hiroshima Summit in May as a decisive turning point. Now the United States and all other imperialist powers are trying to endlessly intensify and prolong this war as a war against Russia, imposing unimaginable devastation on the Ukrainian people. Above all, this war is a part of the global strategy of U.S. imperialism to "out-competing China and constraining Russia" (National Security Strategy 2022). The U.S. imperialists are preparing a full-scale, all-out war on China, remaining Stalinism, and pushing to mobilize Japanese imperialism and all its NATO allies for this war. The Japanese imperialists themselves have thrown away their post-WWII constraints forced as defeated imperialism and are rushing with unprecedented ferocity to participate in the war against Ukraine and the aggressive war on China.

The world war has already begun and the fuse for a nuclear war was lit, which will doom all humankind to perish. What should the working class and its party do at this unprecedented critical stage? The answer to this question must finally be clear.

Since the 8th National Congress last year, the Japan Revolutionary Communist League (JRCL) has been engaged in developing the anti-war revolutionary struggle for the overthrow of its own government, Japanese imperialism, under the banner of "turn imperialist war into a civil war" and has recognized that the struggle in this direction is the only way to practice the class principle and win a victory. Let's continue to build this struggle and create an unprecedentedly large gathering of workers for the National Workers' Rally on November 19 with an overwhelmingly gigantic anti-war struggle.

Let us overthrow Kishida, the arsonist of the world war, and fight together with the working class of the whole world for the victory of an Anti-Imperialist Anti-Stalinist World Revolution!

Struggle against the War Diet session and the G7 Hiroshima Summit.

Powerful demonstration with A-bomb survivors against G7 in Hiroshima

The JRCL has waged four-month decisive battle, beginning with the militant direct action against the eviction of farmland in Sanrizuka, Narita, last February, followed by the municipal election campaign in April held with the slogan of absolute opposition to the war, up to the struggle against the G7 summit in Hiroshima in May. This enabled us to grasp the actuality of turning imperialist war into a civil war and the opening of the proletarian revolution, as well as the prospects and conviction that the JRCL would transform itself into a workers' revolutionary party in this epoch and organize the working class and people broadly and deeply.

U.S. imperialism in its death agony decided to enter a world war to overthrow and defeat remaining Stalinism, China, and former Stalinism, Russia, and to hold on and prolong their own world domination. The war in Ukraine is NATO's war, with U.S. imperialism as the main force. It is now developing into a world war itself. Japanese imperialism, the weakest link of world imperialism, is pushing its entry into the Ukraine war and the aggressive war on China --the world war --to ensure their survival as imperialism, forcing unprecedented military buildup and a conversion of domestic forms of government to a war regime.

We have grasped this situation as the beginning of the world war due to the explosion of the crisis of imperialism in its terminal phase and arrival of the anti-imperialist and anti-Stalinist world revolutionary situation. At the 8th Congress of JRCL in February last year, the 29th Plenum of the National Committee in August last year, and 30th Plenum of the NC in February this year, we have established our understanding of this era and our party line and carried through struggle to "turn the war into a civil war" in its genuine content. This was not "left-wing" communist policy. It was practiced linking-up, maintaining the closest contact with, and in deep agreement with the mass of working class and people, combined with absolute anti-war will and sentiment.

In particular, the five-day struggle in Hiroshima to crush the May 17-21 G7 summit was conducted to mark a milestone in this practice. The summit to which Ukrainian President Zelensky was invited, became a very historic war conference, with the G7 pledging full support to Ukraine, through the provision of F-16 fighters, and confirming that the war would continue until overthrowing of Russia. While unilaterally condemning the nuclear weapons of Russia, China, North Korea, and Iran, the G7 Leaders' Hiroshima Vision stated, "Our security policies are based on the understanding that nuclear weapons, for as long as they exist, should serve defensive purposes, deter aggression and prevent war and coercion." Their own possession of nuclear weapons and nuclear strategy were fully justified in the name of Hiroshima. It is crystal clear that Kishida's objective in holding the summit in Hiroshima was to crush and dismantle the anti-war anti-nuke struggle there.

We exposed Kishida's malicious intention and called for a struggle to smash the summit, a war conference. We led the struggle in Hiroshima and opposed all forces, including the Japanese Communist Party, who promoted the summit as a "peace conference." The Zengakuren and the youth who did not bow to the violence of the riot police, including the unjust arrest of the two students, but fought courageously for absolute rejection of war, won the hearts of many residents in Hiroshima, including A-bomb survivors, Hibakushas. The riot police, who had been supposedly mobilized from all over Japan come to suppress demonstrators in Hiroshima, were surrounded by the fury of Hiroshima residents, who cheered and rushed into the demonstrations, one after another.

Thus, Kishida's intention of crushing the anti-war anti-nuke struggle was completely defeated, and now the anti-war anti-nuke struggle against imperialism have begun anew, led by the A-bomb survivors. The turbulent four-month battle that culminated in the crushing of the Hiroshima summit has marked a sea change in class struggle in Japan. It showed that only sincere and active practice, opposing the violent suppressive rule of the police, riot police, far right forces and others, and sticking firm to the class principle of the struggle, that is turning imperialist war into a civil war, will organize the working class broadly and deeply and move the history.

The first half of 2023: spread of new uprisings and transformation of the class situation

At the forefront of the four-month struggle to crush the G7 Hiroshima Summit stood the Zengakuren students, who resisted the oppression of the state power and rose up courageously. The party changed itself together with the students and youth in the lead, and this led to a mobilization of the entire working class.

The February Sanrizuka Battle to prevent the eviction, in which the Sanrizuka Shibayama United League Against Airport and the Zengakuren fought a hand-in-hand battle against the riot police for more than 12 hours, opened a breakthrough for the vigorous, civil war-like development of the class struggle in Japan. The state power, frightened by this pre-summit struggle, subsequently cracked down on us and arrested six people, including Zengakuren students, but we beat them off immediately with a massive counteroffensive and took them back into our hands all without indictment.

In the April municipal elections, we waged major campaigns in Suginami Ward, Tokyo, and Takatsuki City, Osaka, with a clear slogan of absolute opposition to the war. In Suginami, under the leadership of Ward Councilmember Tomoko Horaguchi, we smashed the obstruction of state power and the far-right's force and fought head-on against all political forces in the Ward Assembly, which had all formed a ruling coalition. A historic re-election of Horaguchi was achieved as a sole candidate who was absolutely opposed to the war. This victory became an important foundation for the struggle to crush the Hiroshima Summit.

The war parliament, which pushed through a series of war laws such as the Defense Funds Act, the Law for Strengthening the Defense Industry, the revised Immigration Control Law, the GX-Related Law, and the revised Social Security and Tax Number System Act, all aimed at massive expanding the military build-up based on the three Security Treaty Documents, was passed in anger as many people rushed to the parliament to prevent constitutional amendments and war! The Shinjuku anti-war demonstrations on June 11 to July 11 and the July 15 anti-war and anti-nuclear rallies and demonstrations in Tokyo created a civil unrest situation by confronting the state power and the far right, and called forth many new anti-war participants.

On April 24, immediately after the victory in the Suginami Ward Council elections, we achieved the lifting of the ban on the visitation of Comrade Masaaki Osaka, who had been falsely arrested in retaliation for the struggle against the Shibuya Riot of November 14, 1971. This victory went hand in hand with the advance of the anti-war struggle.


From June 18 to the November rally

The June 18 National Railway Workers' rally showed that the power to end the war lies in the National Railway struggle. The joint struggle of the three unions --Solidarity Union of Japan Construction and Transport Workers Kansai Area Branch (Kan-Nama), Metal and Machinery Workers' Union in Osaka (Minato-Godo), and the National Railway Motive Power Union of Chiba (Doro-Chiba) --is the rallying center of the class-struggle labor movement fighting in absolute opposition to the war.

RENGO (Japanese Trade Union Confederation) led by its president, Tomoko Yoshino, is precisely an imperialist labor movement in the war situation that promotes collapse of the labor movement. Yoshino herself has become a member of the government apparatus and attended Abe's state funeral. These facts shows that RENGO is no longer a labor union based on workers. As price hike has been exacerbating workers' hardships and the number of non-regular workers increases, RENGO deprives the Spring Labor Offensive of "offensive," turns it into "begging" to capital and the government, and suppresses workers' revolt. The task of the RENGO's Yoshino administration is to rob workers of their class character and militancy, and it is supported by the leaders of the Jichiro (All-Japan Prefectural and Municipal Workers Union) and the Nikkyoso (Japan Teachers Union).

In direct confrontation with this situation, the anti-war struggle and workplace struggles are advancing together in all parts of the country and in all industrial federations, with the National Trade Union Co-ordinating Center at the center, promoting a class-based workers movement to fight imperialism. Recent advances and victories have been achieved by consciously linking of political and economic struggles, rather than separating practice of political and economic struggles and the policy of reducing the labor movement to the workplace. Let's organize and promote the anti-war struggle for the overthrow of imperialism even more thoroughly and realize a big rally for the November 19 workers' rally.


The political line of 30
th Plenum of the JRCL-NC

At the 30th Plenum of the JRCL-NC at the end of February, the JRCL affirmed that the imminent task of the party of revolutionary communists as follows:
We are faced with a situation, in which the war in Ukraine is going to be integrated with the aggressive war on China and world war and nuclear war are looming. Our urgent task is, therefore, to transform this situation into a civil war and to conduct this struggle concretely in the workers' movement, the students' movement and on all fronts.

Neither imperialism, which cannot prolong its life without war, nor Stalinism, which has abandoned the world revolution to overthrow imperialism and has gone over to anti-proletarian military confrontation, can ever end the war. Only the anti-war struggle and revolutionary actions of the working peoples of the whole world and the world proletarian revolution to overthrow imperialism and Stalinism can end this war.

Precisely because we had gained this understanding of the era and this line, we have been able to maintain international solidarity in this situation and to lead the anti-war struggle as an anti-imperialist struggle. The anti-war struggle in wartime cannot be waged without the idea and line of organizing a civil war to overthrow the government of one's own country, and if it cannot be waged, it can easily degenerate into social-chauvinism. And without the struggle to organize the workers into a revolutionary party and create a workers' leadership through this actual effort, a class-based workers' movement based on the anti-war struggle will not be realized.

Moreover, the 30th Plenum has broadened the horizon of the struggle for women's liberation and the basic direction of the struggle since the 26th Plenum 19 years ago by establishing the Organizing Committee for Women's Liberation centrally and nationally. And it has set up a new starting point for building a single national party that will incessantly strive to create unity between the party center and party cells. The emergence of a new generation of youth and students in the stormy our-month struggle and the progress in the women's liberation struggle are proof of this.


II
World War between imperialism and Stalinism --looming nuclear war.

The war of imperialism against Russia --the quagmire of war in Ukraine

The war in Ukraine, which has been going on for a year and a half, is increasingly turning out to be a war of imperialism against Russia at the expense of the Ukrainian people, as a result of discussion and decisions of the G7 summit in Hiroshima in May and the NATO summit in July.

While the NATO summit reaffirmed full support for Ukraine, Zelensky's request of its immediate affiliation to NATO was rejected on the grounds that the membership of Ukraine, which are currently at war, would mean the immediate entry of the U.S. and NATO into the war. However, U.S., European and Japanese imperialists are still making their offensive to weaken Russia and drive the Putin regime into collapse by supplying weapons and money to Ukraine and forcing Ukrainian soldiers and people to shed blood and continue the war endlessly. The content of the military aid, which was initially refrained, considering not to provide Ukraine with means to directly attack Russia, has gradually expanded to include the Hymers high-mobility rocket artillery system, the German Leopard 2 battle tanks, the Storm Shadow long-range cruise missiles, and even depleted uranium rounds. At the Hiroshima summit, it was decided to deliver F-16 fighters. In addition, the U.S. imperialists have begun delivering cluster munitions, which are banned under the Convention on Cluster Munitions and other treaties on inhumane weapons, followed by the ATCMS surface-to-surface missiles with 300 km range. Russia considers the F-16s a "nuclear threat" and has announced retaliatory measures for the use of cluster munitions.

Sweden's full membership in NATO has also been assured. As a result, the Baltic Sea will become a "NATO's lake" and Kaliningrad, a Russian enclave, will be completely surrounded by NATO forces. In addition, the NATO summit decided to develop a "regional defense plan" in case of a clash with Russian forces and to deploy 300,000 multinational NATO Response Force in the northern, central and southern regions. NATO has now become a military alliance openly waging war against Russia. Russia has responded by withdrawing from the Black Sea Grain Deal and intensifying its strikes on Odessa.

The G7 Leaders' Statement on Ukraine has also confirmed that they committed to "continuing our security assistance to Ukraine" and they have promised to provide long-range weapons and fighter jets, to train Ukrainian troops, and to share intelligence. The war in Ukraine has truly become a war against Russia waged by U.S., European, and Japanese imperialists in every aspect, including weapons, money, training, intelligence, and operational guidance. Zelensky has proved to be nothing but a stooge of imperialism in waging such a war against Russia.

However, the Ukrainian army's "counteroffensive," based solely on imperialist military support, is blocked by Russian heavily fortified defense lines and has come to a complete halt two months after the operation began. At a July 17 press release, the commander of Ukraine's Ground Forces Oleksandr Syrskyi acknowledged, that conditions on the eastern front were "challenging." "the situation is complicated", saying, "Our advances are really not going as fast as we would like," "We'd like to get very fast results, but in reality it's practically impossible." He also disclosed that the Russian military has moved troops, mainly paratroopers, to the Bakhmut area, where fierce fighting continues to rage, to stop the Ukrainian military offensive, and that the Russian military has massed more than 900 tanks, over 370 multiple rocket launchers, and 100,000 troops in the Kupyansk area to prepare for new attacks. The Ukrainian army has stalled on the Zaporizhzhya front, which was supposed to advance south toward the key city of Melitopol, and is now being attacked from the northeast.

At the June 18 press conference, Chairman of the U.S. Joint Chiefs of Staff Mark Milley stated, " this offensive will be slow, it'll be difficult, and it'll come at a high cost." On June 23, U.S. Secretary of State Blinken said " "It is tough. . . . it will not play out over the next week or two; we're still looking, I think, at several months." Precisely because of this situation, the U.S. imperialists hastily decided to supply cluster munitions, and the Ukrainian army immediately decided to use them.

Stop the war Now!

However, history shows that only disobedience and resistance of the overwhelming majority of the population in the region, combined with a genuine liberation army that has succeeded in mobilizing the support of the entire population, can defeat foreign invading forces. The Ukrainian military, which is highly dependent on support from the U.S. and other imperialists, can never be such a liberation army. In addition, eastern Ukraine, with its high proportion of Russian population, is a region where many residents have had their lives and livelihoods trampled on in the civil war since 2014 and are exposed to heavy airstrikes by the Ukrainian military and white terror such as the Azov Battalion. It is absolutely impossible that the Ukrainian army wages the liberation struggle against Russia with the support of the residents of this region. Therefore, Zelensky has no choice but to turn increasingly to the U.S., European and Japanese imperialists after the stalemate of the counteroffensive, demanding massive deliveries of more powerful weapons. And he does not hesitate to use depleted uranium and cluster munitions, regardless of the calamity that it would bring to the population.

We must stop this war, which may escalate into a nuclear war, as soon as possible - this is what the working people of the whole world are seriously concerned about and worry about how to respond. It is time to ignite an international anti-war struggle in every corner of the world. Stop the war in Ukraine now! U.S. imperialism, NATO, Putin and Russia must leave Ukraine immediately! Stop a world war --a nuclear war!

The governments and the media are portraying this war only as "Putin's war of aggression" one-sidedly and repeating propaganda such as "We should support Ukraine in its fight against Russian aggression" and "Today's Ukraine is tomorrow's East Asia" every day from morning to night. The expansion of military support to Ukraine and an unprecedented military buildup and strengthening of the military alliance, described as a "fundamental strengthening of defense capabilities," are being pushed by the Kishida government at one fell swoop. All existing forces, including opposition parties and Rengo leaders, are drifting along with it and find themselves in a state of total surrender. As in World War I and World War II, once the war has really started, to fight against the ongoing war is never easy thing. It cannot be taken for granted. What is needed is a fundamental clarification of exactly what this war is being fought for and in the interests of which class. When this is made clear, working-class people will be ready to wage anti-war struggles with overwhelming conviction and determination. The Suginami ward election campaign and the struggle against the G7 summit in Hiroshima have clearly shown this.

US imperialism's downfall and collapse of world domination are the main causes of the world war.

The imperialist governments and their mouthpiece media, pundits, opposition parties and Rengo trade union leaders say in unison that Russia and China caused the war. The conclusion that follows is that we should cooperate in imperialist wars in support of the regimes in Ukraine and Taiwan. The JRCL, on the other hand declared at the 8th Congress held immediately after the outbreak of the Ukraine war that the collapse of the post-WWII world system of imperialism and Stalinism had brought about the war, and that in particular U.S. imperialism's rush toward aggressive war on China had been the decisive trigger, and that therefore it was an explosion of imperialist crises and contradictions. Above all, the 8th Congress made it clear that it was the "war of the US imperialists". U.S. imperialism, the hegemon of the post-WWII imperialist system, entered into a war, for its own survival, to crush China, remaining Stalinism, and Russia, former Stalinism. This is the beginning of a world war and an impending crisis of a nuclear war. This is the quintessence of the present situation of ongoing war. Only by opposing this imperialist war by an international anti-war struggle and a revolutionary civil war, fighting for an Anti-Imperialist Anti-Stalinist World Revolution, the working class can save itself and the humanity from the ruin of this world war, nuclear war.

At present, the ruling systems of the U.S. and other imperialists are crumbling from the bottom: they are faced with a huge revolt of the working class. Above all, a total economic, political and social crisis of US imperialism is underway. While the wealth is more and more concentrated in a handful of big bourgeois and the working class is increasingly impoverished, workers wage strikes and organize unions in increasing numbers. So, the U.S. ruling class has been fanning the flame of chauvinism and division which is intensifying in the run-up to the2024 presidential elections. Also in Europe, the working class, being forced to endure an unbearable life under the pandemic, inflation and the war in Ukraine, is determined to rise up for survival in unity with the anti-war struggle. Militant struggles continue, including major strikes by nurses, education workers and railroad workers in the U.K. and mass unrest in France of young people angry over racist massacres by police. Meanwhile, far-right forces are on the rise, Thus the whole society is plunging into a civil war-like situation, revolutionary situation, not seen since the 1930s.

The depression which manifested itself as a banking crisis in March seemed to be easing temporarily under the cover of "recovery from the Covid-19 pandemic" and other factors. However, the situation is now deepening in the face of continuing inflation, high interest rates, worsening debt problems, and the continuing division into blocks of the world economy due to the war situation. The underlying problems of excess capital and surplus productive forces can never be solved: On July 18, the G20 Finance Ministers and Central Bank Governors Meeting ended with the adoption of the Chair's Summary, which noted that the world economy faces "downside risks" and a high degree of uncertainty about the future. Imperialism really cannot prolong its life any longer unless it pushes for a world war.

The current war in Ukraine, caused by this crisis of terminal phase of imperialism, and the accompanying aggressive war on China, is a war on a very different scale from the wars in the past periods, the Korean, Vietnam, Afghanistan and Iraq wars, as well as the countless wars in Asia, the Middle East, Africa, Latin America and elsewhere. Now U.S. and other imperialism have targeted vast swaths of the postwar world, over which they had no direct control --namely Russia and China --for redivision. Thus, they started a war to overthrow and eliminate Stalinist regimes (Russian Putin regime, former Stalinism, and China, remaining Stalinism), which have enormous nuclear military power.


The Postwar Regime of Imperialism and the Stalinism

After the end of World War II, imperialism was hit first and foremost by the explosion of postwar revolutions in Europe and Japan, and at the same time faced with the collapse of the old colonial regimes and the upsurge of national liberation struggles; it had no longer power to dominate the world in complete unity. Post-WWII imperialism, overwhelmingly dependent on the economic and military strength of U.S. imperialism, on the one hand, and supported by Stalinism, which had betrayed and caused the defeat of the postwar revolution at every turn, on the other, found a way to survive within the framework of the Post-WWII World System of Imperialism and Stalinism. And Stalinism, which had already capitulated to imperialism and abandoned world revolution, maintained "peaceful coexistence" with imperialism within the framework of this postwar system. Stalinism, on its part, set its own end in the building of "socialism in one country" under this system, thereby opposing the struggles of working class and the oppressed peoples of the whole world who are fighting to overthrow imperialism.

It was U.S. imperialism, the absolute pivotal power, which saw the greatest benefit in this interdependent and mutually antagonistic relationship between imperialism and Stalinism. U.S. imperialism, meanwhile, propagated the Stalinist "communist threat" to the extreme, built a vast nuclear war system, subjected working-class people to constant wars of aggression and military tension, and sought to crush and destroy national liberation struggles and proletarian revolution. It also involved other imperialist powers in the network of anti-communist military alliances such as NATO and the U.S.-Japan security alliance, and secured its position as the absolute keystone of world imperialism by bringing other imperialist powers (especially West Germany and Japan) into a relationship that made them dependent on the overwhelming military power of U.S. imperialism.

However, the postwar world system began to experience fundamental upheavals as early as 1960s with the rapid fall of the pivotal power (the U.S. imperialism) shown by its defeat in Vietnam and the dollar crisis, and the depression of 1974-1975 decisively exposed the impasse in the postwar development of the imperialist world economy. U.S. imperialism sought a way out of the crisis in the violent development of the inter-imperialist rivalry especially against Japan under the guise of confrontation against Stalinism.

Historical significance of the beginning of an all-out war against the Stalinist regimes

The collapse of USSR and East European Stalinism in 1989-1991 seemed to dissolve the interdependent and antagonistic relations between imperialism and Stalinism. However, imperialism failed to absorb either the collapsed former Soviet Union, Russa, and remaining Stalinism, China, into the survived and existing imperialist system. Capitalism, imperialism, has proved no longer possess historical vitality, and in the midst of a deepening economic and political crisis, it was impossible to reintegrate the vast Stalinist sphere and restore imperialist world domination to the level of pre-Russian Revolution. Therefore, the imperialist side, with the U.S. imperialists on the head, was forced to continue their interdependent and confrontational relations with Russia, former Stalinism and China, remaining Stalinism for the time being.

As for Chinese Stalinism, the U.S. imperialists did not take a policy to immediately bring it down, but deepened instead economic relations through a so-called "engagement policy" and the integration of China into the "global economy" (imperialist economy), while exerting military pressure through the restructuring and strengthening of the U.S.-Japan security system and in the 1996 Taiwan crisis, deployment of U.S. aircraft carrier task forces to the Taiwan Strait. The policy was aimed at promoting the systemic change of China by pushing for incorporation into the market economy. The Stalinist Chinese Communist Party (CCP) and imperialism had overlapping interests in China's massive cheap labor and its huge domestic market, which were crucial to imperialism in its quest for neoliberal survival and in Chinese Stalinists' goal of becoming an economic superpower through the introduction of vast amounts of imperialist capital and technology. The imperialists' survival in the face of the unprecedented crisis triggered by the great depression, which began with the collapse of Lehman Brothers in 2008, was only possible by leaning on China. But this has made Chinese Stalinism so powerful, not only economically but also militarily, that it could close in on the U.S. imperialists and shake their world domination.

After the collapse of the Soviet Union, U.S. imperialism took the lead in promoting privatization and economic liberalization in one fell swoop to absorb the country on the side of the imperialist system, which completely failed. The Russian economy suffered a catastrophic damage as production ruined and the debt crisis exploded, leading to massive unemployment and widespread poverty under hyperinflation, with consumer prices rising 874.2% year-on-year in 1993 and continuing to rise at triple-digit rates through 1995. The Stalinist state security apparatus of the former Soviet Union, led by Vladimir Putin, brought this unprecedented collapse and chaos under control through centralized state power for economic control and iron-fist political rule. It has taken over the massive nuclear military force and remnant of the dictatorial state power of the former Soviet Union, and the large monopolies and state-owned enterprises in the energy and military sectors accounts for most (70%) of the economy. It can only be described as a "former Stalinist regime" that is quite different from capitalism. It also presents itself domestically and internationally as a "great power" that can counter the global domination of U.S. imperialism, making use of ideology of Great Russian patriotism for maintaining domination at home.

U.S. and European imperialism, in the meantime, pushed through five rounds of NATO enlargement between 1999 and 2020 despite Russian opposition, admitting 14 countries into membership, including Eastern European countries, the Baltic states, and the countries of the former Yugoslavia. At the same time, Russia was continually invited from 1998 to 2013 to join the "imperialist club of thieves" and enlarge G7 to form the G8 with Russia as a new affiliate. The European Union has strengthened its economic ties with Russia; especially German imperialism became dependent on Russia for its energy supplies, including oil and natural gas, between 30% and more than 50%.


Rush to Aggressive war on China

On the other hand, however, as the crisis of imperialism aggravated across the board, since the great depression after the 2008 Lehman Shock and the Covid-19 crisis, U.S. imperialism can no longer coexist with the remaining Stalinist China, which has become a great power, and the Putin regime, which is built on the remnants of former USSR Stalinism. If the Stalinist presence of China and Russia and their growing global economic and political influence go unchecked, the global dominance of U.S. imperialism will be shaken to its foundations, its fall and decline violently accelerated, and it will be unable to continue to rule as a key world power. Fear of this is driving the U.S. imperialists to war, and other imperialisms, including Japan, are going to join in the struggle for survival. The U.S. imperialists are rushing into war because they believe that Chinese Stalinism must be crushed now that it is entering the stage of the historic bankruptcy of Chinese one-country socialism, and that it is a crucial moment to crush China now.

The U.S. imperialists had already shifted to a policy of confrontation with China during the Obama administration and have intensified it across the political, military, and ideological spectrum under the Trump administration. The Biden administration's National Security Strategy clearly stated that the U.S. would "out-compete China and constrain Russia," and eventually openly interfered in the Taiwan issue (which for the Chinese Communist Party regime is the "unfinished part" of China's revolution and unification and an internal matter in itself), effectively nullifying the One China Agreement that had been in place since the 1970s. The U.S. imperialists have increased delivery of weapons to Taiwan, making reciprocal visits by congress members and government officials, conducting military exercises and provocations in the waters and airspace around Taiwan, and exploiting China's countermeasures to do so. The export ban on high-end semiconductors and their production equipment, in which the Japanese imperialists and others are participating, is also a violent act of war. It is clear that U.S. imperialism has unilaterally increased economic and military pressure on China over the past three years. This determined move of the U.S. into war on China is the root cause of the crisis of a world war, nuclear war, including the situation in Ukraine.

Overthrow Kishida and Japanese imperialists, the violent arsonists of a world war.

In U.S. imperialism' decision and move to wage an aggressive war on China, Japanese imperialism occupies the most critical position element in their military strategy.

Earlier this year, the U.S. Center for Strategic and International Studies (CSIS), the Council on Foreign Relations (CFR) and others published a series of reports simulating "Taiwan contingency" and repeatedly confirmed that "Japan is the linchpin/the most essential ally" etc. in its war on China, including the presence of U.S. military bases in Japan, cooperation with the Self-Defense Forces, and the use of Japanese civilian airports and ports. Without the extensive participation of the Japanese imperialists, the U.S. imperialists would not be able to wage a full-scale comprehensive war on China.

This is why Biden praised Kishida in his speech after the G7-Ukraine talks on July 12. Biden dared to address Kishida and mentioned that he wanted to say something that he had not planned, "there are very few people . . . that thought this man [Kishida] would stand up and come to the aid and assistance of Ukraine. He increased his military budget." And Biden shook Kishd's hand, "I want to thank you again publicly." It is clear that Japan's unprecedented military buildup in postwar history based on the Three Security Documents approved by his cabinet last year, the possession of means to directly attack other countries under the guise of "counterstrike capabilities", the deployment of Self-Defense Force missile units to the Nansei Islands, and the move to provide military assistance to Ukraine were all part of U.S. imperialism's scheme to wage a war on China, attempting to pull out of its deepening decline. This is not at all the matter of "deterring China from its hegemonic aspirations" or "dissuading it from attacking Japan."

What is important now is, however, that the firm determination and struggle consistently pursued by the Japanese working class not to repeat the war since the end of WWII has never been destroyed, and that Kishida nevertheless has no choice but to forcibly push ahead with constitutional revision, massive military buildup and war. There is also widespread anger at Kishida's assaults on people --tax increases, social security cuts and mass deprivation ahead of a massive military buildup. The government's Tax Commission's report on June 30 that blames the deduction of earned income, spousal and pension allowances, and stated even non-taxable income such as commuter allowances, unemployment benefits and scholarships and recommends that all of them be subject to taxation. In face of these policy, protests were directed against the major wartime tax increases that were finally taking shape, and as a result the public approval rate of the government dropped 17 percentage points in just two months to 28% according to the July 22-23 Mainichi Newspaper poll.

From now on the anger and struggle of the working class will be unleashed explosively against the desperate rush toward massive rearmament and war finances. Let's expose the fact that everything is happening in the context of the world war situation and organize seething anger into a civil war to overthrow the imperialist government of our own country. This fall, let's pave the way for a massive rally on November 19 with an explosion of anti-war struggle.

For the success of the November Workers' Rally through the struggle to crush our own government by the power of youth and students on the front line

Crush the all-out attempts of turning Japan into a war state through the constitutional revision and massive military build-up

Let's rise up for the further development of the anti-war struggle in war-time toward a civil war in the second half of 2023 as a huge demonstration with the youth and students at the forefront.

First of all, our task is to organize an explosive anti-war movement to oppose the aggravation of Ukraine war and a drive of Japan for the participation in the actual war. The war in Ukraine has been exposed as an imperialist war against Russia, a world war in its essence. It is urgent for us to confront it by an anti-war struggle with a clear slogan of overthrowing imperialism.

Japanese prime minister Kishida has chaired the G7 Hiroshima summit, inviting Zelensky and thereafter attended the summit talks of NATO, in which he made an offer of Unmanned Aircraft Detection System to Ukraine by utilizing $30 million of Japanese contribution to the NATO fund. Kishida intends to appear on the stage as a war-participating state through direct military aids, including the export of lethal weapons, removing the restrictions forced in the postwar period. These violent rushes of Kishida have, however, pushed Japanese class struggle to take a decisive position in the international anti-war struggle. To prevent world war, it is urgent to crush Kishida.

Secondly, a massive organization of the struggle to crush the attempts of Kishida government to make Japan a war-capable state by the constitutional revision and huge military build-up. Protest action against the recognition of this move by the parliamentary debate is needed form this autumn to the next year.

During the regular session of the parliament, the Constitutional Review Commission was held weekly with the attendance of Japan Innovation Party and Democratic Party For the People as driving forces of the constitutional revision and presented a plan of the constitutional revision concerning the emergency clause . Overall confrontation with this reactionary drive is expected in the extraordinary autumn session and regular session in the next year, while a draft of constitutional amendment is going to be presented.

Thirdly, Kishida is panning the dissolution of the Diet and general election through the cabinet reshuffle from the beginning of September to October. We are requested to confront this imminent situation of general election and to organize a huge wave of anti-war struggle nationwide with Tokyo at its pivot.

Even though the impending dissolution and general election has a "democratic" style as parliamentary procedure, its fundamental character is an all-out counter-revolutionary assault to dissolve the post-war democracy ultimately and to transform Japan into a war state by coup d'état by establishing a subservient force around the ruling Liberal Democratic Party with Japan Innovation Party as a Fascist vanguard for the constitutional revision and forcing the Rengo (Japan Trade Union Confederation) to surrender.

Let's organize mounting anger into action and develop it into a massive wave to crush Kishida government.

First of all, November 19 Workers' Rally should be achieved as a historical grand meeting for a fundamental change of the society, revolution, to prevent war and overthrow the whole structure of a rotten society.


Let's redouble the rank of the battle

The Hiroshima struggle to crush G7 summit in May has opened up a new stage for Japanese class struggle. The Grand March Action against constitutional revision and war, which carried out the summit battle at the head of the struggle, especially students of Zengakuren, has drawn overwhelming attention and gained expectation from a large numbers of Hiroshima citizens and others, resulting in growing rank of demonstrations. It shows the anger of working class is boiling up beyond the line and seeking earnestly for action.

It is urgent to develop the struggle against our own government, Kishida administration. The presence of militant and principled anti-war struggle to overcome the surrender of Rengo and Japan Communist Party, a Stalinist party, in war time comparable with the Collapse of the Second International has moved a large number of people to rise up. A new process has started that the struggle evoke struggle and enlarge the rank of struggle.

Scared bitterly with the powerful and civil-war like development of class struggle, the state power and right wings tried in vain to hinder and suppress the struggle only to provoke further determined actions of students and youth for self-emancipation and promote civil-war like escalation. Let's create after the primitive example of the May summit struggle a frontal class battle in Tokyo and nation-wide.

Let's fight August 6 Hiroshima struggle as a largest battle at present and step forward for the success of September 23 national struggle as a political fight of preventing war and crushing Kishida. Following these actions, let's rise up for October 1 Yokosuka struggle to crush the plan of establishing a sortie base for the aggressive war on China.

Let's gather every anger to November Workers' Rally through organizing anti-war actions all over Japan.

Let's achieve a successful November Workers' Rally as an all people meeting centering around the class struggle labor movement to crush ruling Liberal Democratic Party and Kishida.

From August 6 Hiroshima to a huge anti-war struggle to stop world war

The summer struggles on August 6 and 9 in Hiroshima and Nagasaki will be an all-out confrontation against Japanese imperialist Kishida government, which is appearing on the stage as an active promoter of nuclear war with the G7 Leaders' Hiroshima Vision. A large number of A-bomb survivors are expressing their fierce anger against Kishida who chaired the G7 summit with an aim of a large-scale military build-up and militarization of Japanese state and shamelessly justified and defended the possession of nuclear weapons and nuclear war strategy by imperialist powers in the name of Hiroshima Vision.

Let's gather in front of A-bomb Dome in Hiroshima in the morning on August 6 from all over Japan and give him an angry blow by a huge demonstration.

Let's develop a new phase of class confrontation, achieved by the struggle against G7 summit and go forward for the success of August 9 Nagasaki struggle against war and nukes as an attempt is on the way to make Nagasaki a sortie base for the US-Japanese imperialists' aggressive war on China.

Let's create a full-scale development of a new anti-war, anti-nuke movement by uniting the anger of Hiroshima, Nagasaki and Fukushima, overcoming the official movement against A- and H-bombs, which, for decades has suppressed the anger and struggle of the A-bomb survivors and is now supporting the G7 summit.

We ask you to join us in Citizen's Meeting on August 11 as 78th commemoration of August 15, 1945,the day of Japan's defeat in World War II.

Let's organize anti-war international solidarity against Nationalism and Chauvinism on September 1, the day of massacre of Korean and Chinese people in Japan on the occasion of the Great Kanto Earthquake of 1923, Grand March against Constitutional Revision and War is planning a national political struggle on September 23 to confront the aggravation of Ukrainian war, drive for war on China, a world war, with a stand point of "Turn imperialist war into civil war" to crush Kishida government with its constitutional revision and military build-up.

Tokyo, the capital city, should be the center of the largest mobilization of militant anti-war struggle in the struggles in August and September with students and youth as its main body as has been realized in the preceding actions as in Sanrizuka in the struggle against the forced eviction of farmland and in Hiroshima against G7 summit.

The protest actions against military bases to prevent the governmental plan to build sortie bases has an important position for the struggle to stop war on China. Let's fight the October 1 Yokosuka struggle 50 years after the protest action against the attempt of making Yokosuka a home port of US aircraft carrier Midway in 1973, succeeding September 23 struggle. Yokosuka base is now the largest base of operations with the nuclear-powered USS Ronald Reagan's carrier strike group and its, belonging to the US Navy 7th Fleet, which is designated as main military power in the imminent war on China. Thus, Yokosuka base functions as the hub of Japan-US Security Treaty and close cooperation of US Navy and Japanese Maritime Self Defense Forces in its commanding activities and maritime operations. Bases in Japan have been set for war preparation since the Three Security Documents at the end of last year stipulated the transformation of Japan into a country capable of war and strengthening of Japan-US Security Treaty as a war pact.

Let's fight against the attempt of making Yokosuka a base of operation with a slogan: "Crush Japan-US Security Treaty --Abolish all military bases!"

Let's organize anti-base struggle in Yokota, Kisarazu and all over Japan with a protest action to stationing of Ospreys to Saga airport and building of garrison to start with.

Okinawa, now threatened to become a battlefield, is the biggest pillar of anti-war, anti-base struggle in Japan. Stationing of new missile units to the garrisons of the Ground Self-Defense Forces in Yonakuni and others in Okinawa, and also of Air Self-Defense Force in Kita-Daitojima and reorganization of US Marine Corps in Okinawa into a Marine Littoral Regiment (MLR), all of these schemes are practiced as preparation of war on China and on the supposition that Southwestern islands of Kyushu and in the Okinawan archipelago) are totally transformed into a battlefield. A large number of inhabitants around the bases are raising angry voices against the increase of disasters caused by frequent military exercises.

Now is the time to organize anti-war, anti-base struggle with Japan mainland and Okinawa as a united body through preventing the construction of a new base in Henoko in Okinawa!

In face of impending war, Self-Defense Forces have been shaken by the explosion of accumulated contradictions.

Let's promote anti-military struggle to organize mutiny in the ranks through gaining support of soldiers of Self-Defense Forces (workers in military uniforms). Crush the cooperation of municipalities by offering materials for the recruitment of Self-Defense Forces. Regional struggle with municipal workers and inhabitants is required.

The decisive battle to prevent the forced eviction of farmland in Sanrizuka in February has flared up the fighting spirit of Mr. Shito and other members of the Sanrizuka Farmers Opposition League against Narita Airport. Sanrizuka struggle, the monumental achievement of Japanese class struggle, has proved once again to have the decisive position in preventing war and overthrowing imperialism

In Sanrizuka, Zengakuren fought the struggle at the forefront of the demonstration together with the Opposition League. Thus, unyielding and victorious Sanrizuka struggle has a powerful influence to attract youth and students.

Let's crush the attempt of enlarging the runway B and construction of third runway for transforming the airport for military purpose and strengthening its function to carry out aggressive on China!

Gather to October 8 Sanrizuka national struggle to fight the second round of struggle to prevent farmland eviction!

Let's stop the dumping of radioactive contaminated water into the ocean from the wrecked Fukushima Daiichi nuclear power plant, which is reputed to take place in August! Kishida government has expressed its intention of promoting the nuclear power policy comprehensively by passing the GX ("Green Transformation") related bills in the ordinary Diet session. Kishida is rushing to force his policy of dumping of contaminated water with an aim of restarting nuclear power plants, refusing to admit his responsibility for the Fukushima disaster while no problem has been solved concerning the nuclear accident.

We shall never allow the outrageous behavior of tramping the anger of Fukushima. As is declared by the Hiroshima vision, imperialist nuclear strategy and "utilization of nuclear energy" is one and the same. Kishida's nuclear policy is, therefore, his drive for nuclear armament of Japan. As the Korean Confederation of Trade Unions (KCTU) has set the problem of dumping of nuclear contaminated water as the central target of its general strike, this issue has become the cardinal point of international class struggle.

Let's gather to the protest demonstration in front of Tokyo Electric Power Company on July 21 and Iwaki City, Fukushima Prefecture, struggle on July 30, and rush for the battle to crush Kishida government on the achievement of these struggles through establishing a close link between Tokyo and Fukushima.

Gather to the November Workers' Rally to show the power of class struggle labor movement which fights against war

The Autumn struggle 2023 will be a decisive showdown of class struggle.

World war or world revolution, Japanese transformation into a war state or overthrow of Japanese imperialism this historical choice depends upon this struggle.

Let's achieve a successful November 19 National Workers' Rally as an all-people's assembly to crush the Kishida government through organizing widespread anger and sense of danger of working class around class struggle labor movement represented by three militant unions as its axis!

The way for the success of November rally is to realize explosive development of anti-war struggle and organize a huge wave of massive actions. With deep confidence in this principle, let's fight!

Late comrade Hiroshi Nakano, ex-president of Doro-Chiba, issued an appeal in his work, Labor Union Revive, revised edition in 2008 as follows:

I have raised the problem of "labor movement which fights anti-war struggle" because I believe that anti-war struggle should be placed in the pivotal position of labor movement. Labor movement has essentially such a character.

Labor union movement is originally class struggle labor movement and contains inevitably the power problem. If labor movement fails to react most sensitively and organize struggle against the government's move for aggressive war and every scheme of starting war or participating in war, it loses its raison d'être. . . . In a word, there is no neutral way. So, labor movement and anti-war struggle is united in one body.

These are the basic point of view shared by the three labor unions that have been sponsoring November National Workers' Rally. Doro-Chiba, which has been fighting against the union busing as means of driving for constitutional revision and war in its struggle against the Division and Privatization of National Railways; Kan-Nama, which is continuing its struggle against the largest suppression on labor union in the post-war period; Minato-Godo, which has been organizing anti-war struggle at the head of regional solidarity ― all of these struggles are demonstrating the power of working class to turn imperialist war into a civil war.

Comrade Nakano, looking back the 1970 struggle against Japan-US Security Treaty and Okinawa issue, emphasizes the significance of the historical experience that a large number of young workers organized Anti-war Youth Committee and rose up independently from the policy of labor unions as follows:

If young workers who are earnestly engaged in the struggle on the street, cannot neglect workshop activities. Just because they are violently confronted with the riot police as a symbol of the state power, they become inevitably sensitive to the conflicts and difficulties occurring daily in their workshop. Thus, workshop struggle is vitalized more and more.(ibid.)

Just now, we are witnessing that a large number of young workers are rising up for the powerful demonstrations on the street to absolutely oppose war and at the same time are coming up to the stage as new organizers of class struggle labor movement in the workshop through confrontation against the union leaders of Rengo and Stalinist Japan Communist Party. The right way for the massive mobilization to November 19 Rally will be paved by organizing numerous energetic uprisings everywhere and result in resurgence of class struggle labor movement.

Furthermore, the accumulated contradictions inherent in neo-liberalism, which has aggravated social collapse for these 40 years, are exploding everywhere. Above all, the attempt of abolishing railway lines waged by the Ministry of Land, Infrastructure, Transport and Tourism and JR capital as joint action is a project of establishing war time system with priority to war and war preparation, utilizing the historical bankruptcy of the Division and Privatization of Japan National Railways.

JR East Japan in a serious management crisis is seeking the way of survival in "a reform program of all-out realignment of organization, the way of working and all of the business to beak with the primarily railway business" (Nihon Keizai Shinbun, April 26) in the name of "outgrow into an IT industry with railway as one of the business branches".

Let's gather angry voices of workers in the workplaces and regional inhabitants against the collapse of rail safety, cutting off of regional communities, transformation into the wartime system with a large-scale rationalization of sacking four thousand workers under the leadership of Doro-Chiba and Doro-Sorengo!

Let's expand the solidarity camp with Kan-Nama, which is turning to counter-attack against suppression, taking opportunity of the victorious High Court judgement over the Wakayama union busting.

Let's organize a huge rank of anti-war struggle of workers and labor unions, breaking down the drive for the society without labor unions in every industrial branch and crushing the Rengo leadership under President Yoshino, who is directing toward a Patriotic Labor Association.


Crush discrimination and chauvinism

Labor Union Revive emphasizes further as follows:

When we fight anti-war struggle, we also fight against aggression overseas. Anti-war struggle includes opposition against discrimination and chauvinism. When it fails to tackle with these issues, it lacks its essential task. . . . This is a very important problem of fundamental line of struggle.

Let's strengthen the struggle against the revision of Immigration Control Law, the struggle for Buraku liberation at an important phase concerning denial of retrial of Sayama affair, women liberation struggle of which the importance has be confirmed in the special report on the 30th Plenum of National Committee, liberation struggle of handicapped persons and other struggles against all kind of discriminative, chauvinistic suppression as forms of class-division in war time.


Organize a huge rank of student movement!

The major fighters who have stood on the front line of the struggle of turning imperialist war into civil war, baldly confronted severe state repression and carried out powerful actions are the students of Zengakuren. Significant numbers of students are beginning to rally under the militant flag of Zengakuren to oppose war and to realize the fundamental change of this society.

Let's achieve the success of the Zengakuren Congress in September to organize students into a huge rank of militant student movement through the autumn struggle!



The Fundamental Tasks of JRCL and the Working Class to Fight the Start of World War

The JRCL has carried out the anti-war struggle as a mass, powerful struggle against the state power in this wartime: the "turbulent four months" battle launched with the Sanrizuka and the Suginami election campaign, leading up to the struggle to crush the G7 Summit. It was decisive that the Party has materialized the political line based on the understanding of current era which was established at the 8th Party Congress held last year. Also, the Party has consistently kept to its belief and endeavored to achieve the task of turning the imperialist war into a civil war, which was made clear in the 2023 New Year's Appeal and the 30th Plenum. Through these struggles, a new young revolutionary leadership group has been formed through the conscious organizational activities with the Central Student Organizing Committee in the lead. Furthermore, the newly formed leadership is now in the process of acquiring and forming the next leadership. The progress in Party construction has brought about the power to organize a more gigantic anti-war struggle and a revolutionary mass action. The explosion of the anti-war struggles through Hiroshima August 6 Action to September 23 National Anti-war Political Rally will open up the possibility of realizing the epoch-making mass Workers All-out Rally in November.

Here, we are required to make further practical changes in the contents of the Party organization and the Party activities to carry out the struggle for a class struggle labor movement based on the anti-war struggle--class struggle labor movement to stop the war of its own government,-- which actually achieve a task of turning the imperialist war into a civil war. This is our policy in the wartime that has been established since the 8th Party Congress.

FIRSTLY,
Tthe most important fundamental political task of the Party now is to organize the working-class people into direct political action against the war of their own government and to prevent them from participating in it. We must thereby stress that anti-war struggle, per se, is needed. Organizing working class people to direct political actions to stop their own government's participation in the war is the utmost essential task of the Party, not just organizing struggles in workplaces as anti-war struggles.

The world war has actually begun with the start of the war in Ukraine in February last year. The world, the era, has completely changed, and the basic structure of tasks of the Party and the working class should be "changed," and actually we have changed it by the 8th Party Congress. The "split" with the "EL5" faction in the Northeast Regional Committee, the economic opportunist who had tried to dissolve the Party, was inevitable.

The most imminent task of the Party is to stop immediately the ongoing war in Ukraine and the threatening war of aggression against China--the world war and nuclear war. To respond to this crucial requirement, the Party must bring about the explosion of the anti-war struggle per se. In other words, we must organize the working-class people directly in the struggle to fundamentally overthrow imperialism, which made this war inevitable and actually caused it , in the struggle toward turning imperialist war into civil war. Without doing so, our understanding of the current era that the world war has started would be a lie. And if the Party truly stands on such an understanding of the current era, we are obliged, above all, to appeal, organize, and fight for the following issue with all our strength:

  • The present war is a war of imperialism which is taking place as a result of the collapse of imperialist domination of the world and the explosion of its crisis and contradictions.

  • The only way to stop this war is through a world revolution to overthrow the imperialist system and its world domination which gave rise to this war as an inevitable result of its development.

  • Stalinism, which is hostile to this world revolution to overthrow imperialism, must also be overthrown.

  • The working class of the world should unite as one toward the Anti-Imperialist Anti-Stalinist World Revolution, and push forward with all its might in the struggle to turn the war of its own government into a revolutionary civil war.

  • We must appeal, organize, and fight for this with confidence to all working-class people.

What the working-class people are seeking most is this policy of exposure, propaganda, agitation, organization for the imminent struggle.

As we mentioned in Chapter II, when we look at the situation from summer to autumn this year, a coming development from the Hiroshima August 6 Action and the Nagasaki August 9 Action to the September 23 National Anti-war Political Rally and then to the November 19 Workers All-out Rally, it is clear that the full-scale intensification of the war in Ukraine and the war of aggression against China --a world war, will become literally the biggest central theme of the class struggle for the life and death of proletarians. The war in Ukraine that is now raging fiercely, the war about to be launched against China by the U.S. and Japanese imperialists, and the road to another world war, nuclear war, must be stopped at any cost. In fact, there are hundreds of thousands, even millions, of workers, students, and people in Japan who share this sense of crisis. If we are serious about stopping the war, it is time to call on these workers and the people to join in the huge anti-war demonstrations to overthrow the Japanese imperialists and the Kishida administration, which has become an arsonist of world war along with the U.S. imperialist Biden administration. And only by organizing demonstrations and mass actions, large and small, and by bringing about the situation of a civil war, we will be able to make the November 19 Workers All-out Rally--Ten Thousand Strong March against the Constitutional Revision and War--a great demonstration against the Japanese imperialists and the bourgeoisies, centering on the restoration of a class-based labor movement fighting the war of its own government and bringing together the organization and power of the proletariat to stop the world war. Comrade Nakano repeatedly appealed for "a labor movement that fights the anti-war struggle," "a labor movement and the anti-war struggle are completely in one body," and (we should be) "a labor movement that confronts imperialism and stops war." He had desperately practiced the content of these appeals at the workplaces of Doro-Chiba. We, as a Party, must not end them as mere slogans but must face them head on. The realization of a large gathering at the November Workers All-out Rally, not a mere extension of the past rallies, depends above all on the consciousness of the Party.

SECONDLY,

Nnow that new members have begun to come into the Party, it is important to emphasize the unique and decisive significance of the "struggle for the Party as such". That is, the struggle for the construction of the Party itself as a political rallying body of communists, which will promote the turning of the imperialist war into civil war.

As former General Secretary Nobuyoshi Honda once stated, "In order for the Party to have a vitality as a single organizational body, it is necessary to thoroughly emphasize the problem of Party construction as such" (Succession to Leninism or Dismantling Leninism, Selected Writings, Vol. He raised following three points:

(1) Defending the party from the attacks of the state power and counterrevolutionary forces and maintaining its organizational activities.

(2) Educating and training activists, organizing them into party members, and expanding the Party.

(3) Building up the leadership that forms the core of the party and improving the quality of leadership --these things "must be given decisive importance as they clarify the distinctive ness of Party construction."

The cornerstone of the Party's construction is the activities of publishing and distributing of the organ paper of the Party. Let us enhance the quality and quantity of these activities together and make decisive step forward in the construction of our district committees and cells.

In order to win the party struggle against the RENGO leadership, which has become a pawn of imperialism, and against the JCP, a Stalinist Party, to crush the ideology of defense of the fatherland and chauvinism, and to form the Party and the class as a solid revolutionary entity, it is increasingly important to arm ourselves with Marxism and Leninism, and to promote theoretical and ideological struggle. From the experience of holding the Central Party School, let us make it the task of the district Party leadership to organize Party schools throughout the country.

THIRDLY,

We must be aware of the importance of building a movement and organization capable of fighting and winning against the state power in wartime, and the importance of the struggle against the state suppression. "The anti-war struggle is an anti-war struggle against imperialism, and it will surely collide with the state power. There can be no struggle that does not clash with the state power. When you fight against a state that is going to war, you have to be prepared for tremendous repression and attacks by the state power. If necessary, we must thoroughly engage in both legal and illegal struggles." (a remark by Takeo Shimizu, Chair of JRCL-NC, at a memorial service for Takeo Hayama, attorney-at-law, published in Zenshin No.3304, JRCL's organ). The struggle to carry through turning imperialist war into civil war is a death battle with the state power, which itself oversteps the boundaries of "democracy" and "legality."

"We can and must go fearlessly onward . . . to revolutionary organisations that know how not to confine themselves to legality and are capable of safeguarding themselves against opportunist treachery, organisations of a proletariat that is beginning a "struggle for power", a struggle for the overthrow of the bourgeoisie." (Lenin, The Collapse of the Second International). Without this, there will be no victory. At the same time, let us create a mass anti-suppression struggle that will not concede even a millimeter in the sphere of bourgeois legality, including the electoral struggle, and that will never allow any form of suppression by the state power. The revolutionary uprising of the lawyers' front is becoming more and more important. Let us carry on the legacy of late Comrade Hayama and win the irreconcilable clash with the state power.

The historical and class justice of November 14, 1971 Shibuya Struggle, in which Comrades Fumiaki Hoshino, Masaki Osaka, and other youth and students at that time fought with burning anger against the tyranny of imperialist aggression and war, is evident now. This struggle to "take back Okinawa, crush the US-Japanese Security Treaty, and overthrow Japanese imperialism" give us increasingly significant lesson amid the situation of war of aggression against China and imminent another Battle of Okinawa. The struggle of Comrade Hoshino, Comrade Osaka, and others must now be carried on as a struggle to stop the war of aggression against China, remove the bases, smash the Security Treaty, and overthrow Japanese imperialism --to turn the imperialist war into a civil war. Through the court struggle, the "murder" charge against Comrade Osaka has been completely proven to be a 100 percent fabrication. Comrade Osaka is innocent! Let us carry through the court struggle and get bail with all our strength, and let the entire Party to make a concentrated effort to get Comrade Osaka back by the end of this year. In unison with this, let's make sure we win the Hoshino's state compensation lawsuit. Not allowing the refusal of medical treatment to Comrade Taketoshi Suga, we must defend and retake Comrade Suga back to our hands.

Through the decisive battle to crush the G7 summit in Hiroshima, the existence and struggle of JRCL have been freshly noticed by the working-class people and revolutionary currents at home and abroad. We also want to confirm that the activities of the International Bureau are gaining importance in transmitting to the world our Anti-Imperialist and Anti-Stalinist program and our understanding of the current era.

An imperialist war cannot be waged without the mobilization of youth, students, and women. The success or failure of the proletarian revolution depends on how many new ranks of people of this segment the Party will be able to gain on its side. By organizing a snowballing anti-war struggle led by youth, students, and women and by advancing the Party construction, let us pave the way for the historic success of the November 19 Workers All-out Rally.
